China-Laos Railway transports over 80,000 tons of fruits and vegetables

(InKunming Lexi)On September 14th at 12:29, Train No. 21018, carrying 16 refrigerated containers of fruits, arrived at the Mohan Railway Port in Yunnan. This marked the 205th batch of fruit cargo the China-Laos Railway transported since the opening of the first international cold-chain train on the China-Laos Railway. As of September 14th, the China-Laos Railway has transported a total of 82,000 tons of fruits and vegetables, including 66,000 tons of imported fruits and 16,000 tons of exported fruits and vegetables, with a total value exceeding 2 billion yuan.
In the past, fruits entering China through Mohan were mainly transported through a rail-road combined transport mode, entering China from the Mohan highway port, and then reloading onto trains for nationwide distribution after customs supervision. Since the designated supervision area for imported fruits at the Mohan railway port was put into use on December 3, 2022, tropical fruits from countries such as Thailand and Laos in South Asia and Southeast Asia, as well as Yunnan's pomegranates, yacon, and vegetables, have been quickly sold to domestic and international markets via the China-Laos Railway, enriching people's "fruit baskets" and "vegetable baskets."
From April to August, it is the peak season for importing fruits from Southeast Asia. With an abundance of tropical fruits such as durian and mangosteen entering the market, the China-Laos Railway sees a small peak in the import transportation of Southeast Asian fruits. Thai durians are transported to Kunming via the China-Laos Railway, reducing the transportation time from the previous 5 to 7 days to the current 3 days, achieving fast transportation of fruit. Compared with the traditional sea and road transportation routes, it spends less transportation time and greatly reduces costs, gaining popularity among customers.
Wang Jiancheng, the freight duty officer at the Mohan Station of the Pu'er Service Section of China Railway Kunming Group, introduced that after each batch of fruits enters the country, railway and customs departments actively coordinate and prepare for inspections. Once the inspections are completed, the railway department promptly proceeds with reloading, organizing, and dispatching to ensure that the fruits reach Kunming as quickly as possible, allowing consumers to enjoy fresh tropical fruits.
Meanwhile, in order to improve the efficiency of imported fruit transportation, the railway department, in collaboration with the customs department, continuously optimizes the procedures of transportation organization and the measures of customs inspection for imported fruits. Measures such as "green channels," "preliminary review of a single document," and "two-step declaration and summary taxation" are implemented to facilitate customs clearance, which ensures "inspection upon arrival, clearance upon verification," thereby reducing the time spent by imported fruits at the Mohan Railway Port.
9月14日12时29分,搭载着16个水果冷链集装箱的21018次列车驶入云南磨憨铁路口岸,这是中老铁路首趟国际冷链专列开行后运输的第205批水果货物。截至9月14日,中老铁路累计运输果蔬8.2万吨,其中进口水果6.6万吨、出口果蔬1.6万吨,货值突破20亿元。
过去水果由磨憨入境,主要采用公铁联运模式,从磨憨公路口岸入境,海关监管后再重新装车,通过铁路发往全国。自2022年12月3日磨憨铁路口岸进境水果指定监管场地投入使用后,产自泰国、老挝等南亚东南亚的热带水果,以及云南的石榴、雪莲果和蔬菜通过中老铁路快速销往国内国外市场,丰富了人们的“果篮子”“菜篮子”。
4月至8月是东南亚水果进口旺季,随着榴莲、山竹等热带水果大量上市,中老铁路迎来东南亚水果进口运输小高峰。泰国榴莲通过中老铁路运输至昆明,从原来的5天至7天缩短至现在的3天,实现了水果快捷运输,相较传统的海运和汽运路线,运输时间更短,成本也大幅降低,深受客户青睐。
国铁昆明局普洱车务段磨憨站货运值班员王建澄介绍,在每一批水果入境后,铁路、海关等部门积极对接,开展查验前的准备,查验结束放行后,铁路部门第一时间进行回装、编组、发运,让水果能尽快运到昆明,让消费者吃到新鲜的热带水果。
与此同时,为提高进境水果运输效率,铁路部门联合海关部门不断优化进境水果运输组织流程及通关查验措施,采取“绿色通道”“单证预审”“两步申报、汇总征税”等通关便利措施,做到“即到即查、即验即放”,缩短进境水果在磨憨铁路口岸停留时间。(中文稿件来源:昆明日报 记者王绍芬 通讯员董文俊 张伟明)
