（InKunming Lexi）To better improve its business environment, the Kunming Area of China (Yunnan) Pilot Free Trade Zone（Kunming Economic and Technological Development Zone) (hereinafter referred to as Kunming Area) has set up 21 business environment observation sites in its clusters of enterprises, covering manufacturing, biological medicine, trade service, information consultation, warehouse logistics and other fields. The International Business Environment Observation Site set up in Yunnan Business Incubator of Overseas Returnees Technology Co., Ltd is one of them. 

Yunnan Business Incubator of Overseas Returnees is now the biggest incubator for technology enterprises with the highest standards in Yunnan province, and also the biggest innovation park for international students and the biggest service park for small and medium-sized enterprises in Yunnan province. Nearly 300 enterprises have entered the park, including more than 20 high-tech enterprises, more than 60 technology enterprises and 13 enterprises established by international students.

To better meet the demand of foreign-owned enterprises and joint-venture enterprises, the comprehensive service center of Kunming Area, Yunnan Business Incubator of Overseas Returnees, Yunnan Southeast Asia Institute, Youth Entrepreneurs Federation of Kunming Economic and Technological Development Zone (preparatory group) and other related organizations together provide foreign-owned enterprises and foreign talents with "one-stop" service, such as helping with government service, interpreting favorable policies, consulting commercial information and translating. Foreign business environment observers are also invited to offer advice and suggestions on building an international business environment.

The theory-discussing meeting on Kunming government service work 2023 was held in the comprehensive service center of Kunming Area on Feb. 1. 

"I'm very proud to become a business environment observer of the Kunming Area of China (Yunnan) Pilot Free Trade Zone（Kunming Economic and Technological Development Zone). I hope I can contribute to Kunming's international development through hard work", said Mark Respinger, an international business environment observer from Australia.

"The establishment of business environment observation site has provided foreigners with lots of conveniences. I hope it can continue to develop and grow and become better and better", said Andre Jacques Du Plessis from South Africa.

"I feel confident in becoming a volunteer who offers more and better service for foreigners settling and investing in Kunming", said Wangwei excitedly, who is a volunteer employed by Kunming Area to better improve the service of the International Business Environment Observation Site.

At the frontier of Kunming's opening-up, Kunming Area persists in building an international first-class business environment, which gives full play to the role of business environment observation site, keeps optimizing the environment for innovation and entrepreneurship, and strives to help enterprises to boost confidence and become bigger and stronger. 

为进一步完善营商环境问题线索和意见建议征求办理长效机制，昆明经开区（自贸试验区昆明片区）积极践行一线工作法，在辖区商业中心、汽配城、物流、孵化中心等企业聚集区域设立21个“营商环境观察点”，覆盖生产制造、生物医药、商贸服务、信息咨询、仓储物流、总部经济等行业领域。其中，在云南海归创业园设置的“国际营商环境观察点”有着自己独有的“国际范”。

云南海归创业园是目前云南省内单体规模最大的、最高标准的科技企业孵化园区，也是云南省规模最大的留学人员创业园和中小企业服务园区。实际入驻企业近300家，其中高新技术企业20余家、科技型企业60余家、留学人员创办企业13家。

为了更好地倾听外资企业、合资企业办事创业诉求，为企业建立沟通互信、交融共济的平台，自贸试验区昆明片区综合服务中心与云南海归创业园、云南省东南亚研究会、经开区青年企业家联合会（筹备组）等相关单位和机构，以云南海归创业园国际营商环境观察点为载体，为外商企业、外籍人才提供政务服务帮办代办、惠企政策解读、商务信息咨询、项目对接、外语翻译、营商环境意见建议收集等“一站式”服务，并聘请外籍营商环境观察员为建设国际化营商环境建言献策。

2月1日，2023年全市政务服务工作务虚会在自贸试验区昆明片区综合服务中心召开。当天上午，云南滇中新区政务服务管理局、中国老挝磨憨—磨丁经济合作区政务服务局及昆明市级、各县（市）区、开发（度假）区政务服务管理部门主要负责人一行，现场观摩了云南海归创业园营商环境观察点的建设情况。

来自澳大利亚的国际营商环境观察员马克先生（Mark Respinger）说道：“能够成为昆明经开区（自贸试验区昆明片区）营商环境观察员，我感到非常自豪，在此我希望通过自己的努力为昆明的国际化发展做出自己的一份贡献！”

来自南非的杜安睿先生（ANDRE JACQUES DU PLESSIS）说道：“营商环境观察点设立后，为外籍人才提供了诸多便利，希望能够进一步发展壮大，越做越好！”

来自老挝的王伟是昆明经开区（自贸试验区昆明片区）为了进一步丰富国际营商环境观察点服务能力聘请的留学生志愿服务者之一。他兴奋地说道：“我有信心能担任志愿者，为来自各个国家、地区的外籍人士在昆明落户投资提供更多更好的服务！”
