Efficiency of customs clearance at Mohan Railway Port continues to improve

According to the China-Laos Mohan-Boten Economic Cooperation Zone, since the opening of the China-Laos Railway, the efficiency of customs clearance at Mohan Railway Port has continued to improve. The customs clearance time for cross-border goods has been reduced from an average of 40 hours at the very beginning to 5 hours currently. Follow the “Quick-Pass” pattern, and trains can depart as quickest as 2.5 hours.

The “Quick-Pass” pattern means going through customs inspection at railway stations with supervision sites on the mainland. Trains do not have to stay for inspection at the port before exiting and entering the country. In June this year, it took only 1.5 hours for an inbound train loaded with potash fertilizers to complete customs clearance as it had applied for “Quick-Pass” before arriving at Mohan Port. 

Located at the end of the China-Laos Railway in China’s section, Mohan Port is a national first-class passenger and freight international railway port that opens all year round. It is equipped with a supervision site for international freight and a domestic freight yard. Since the opening of the China-Laos Railway, Mohan Port has continued to optimize the organization of the transportation for cross-border goods. The number of cross-border freight has increased from one or two pairs of trains in its initial operation to five pairs of trains in April, with a maximum of seven pairs. Mohan Port is now able to send 4 million to 5 million tons of international combined transport per year.

As of Dec. 19, Mohan port has completed 2.21 million cross-border freight transport. The total 520,000 tons of outbound freight includes fresh fruit and vegetables, general merchandise, fertilizers, and electronic and photovoltaic products. The total 1.69 million tons of inbound freight includes metallic minerals, nonferrous metals, chemical products, agricultural products, agricultural and sideline products, and food and drinks. The effect of the China-Laos Railway as Golden Channel is increasingly prominent.

出入境货物通关时间从运营初期的平均40小时压缩至目前的5小时

12月22日,记者从中国老挝磨憨—磨丁经济合作区了解到,自中老铁路开通运营以来,磨憨铁路口岸通关效率持续提升,出入境货物通关时间由运营初期的平均40小时压缩至目前的5小时,在“铁路快通”模式下,最快2小时30分就可完成列车开车出发。

“铁路快通”模式,即在内地具备监管场地的铁路车站完成海关查验,火车出境前、入境后无需在口岸停留查验。今年6月,一列装有钾肥入境的列车,由于客户在列车到达磨憨口岸前已完成“铁路快通”申请,运抵磨憨口岸后就进行舱单录入匹配,仅用时1小时33分就完成海关放行,不到1小时完成铁路技检、机车挂运,总用时2小时30分即完成列车开车出发。

磨憨站位于中老铁路国内段末端,为常年开放的国家一类客货运国际铁路口岸。货运方面设国际货物监管场及国内货场,其中国际货物监管场设海关普通货物监管场及指定货物监管场。自中老铁路开通运营以来,磨憨铁路口岸持续优化出入境货物运输组织,刚开通时每天交接出入境货物列车仅1—2对,今年4月9日起已实现每天交接至少5对出入境货物列车,最高时达到7对,具备国际联运年发到400万吨至500万吨的能力。

截至12月19日,磨憨站累计完成出入境货物运输221万吨。其中,出境52万吨,主要品类为鲜货果蔬、百货、化肥、电子、光伏产品等;入境169万吨,主要品类为金属矿石、有色金属、化工、食品(大米、薏仁米、木薯淀粉)、农副(木炭、扫把花)、饮食品(啤酒)、水果等。中老铁路黄金大通道效应日益凸显。(中文稿件来源:昆明日报 记者吴洁)
